Update multilingual plugin
...
- User pcvars
- Remove vault usage
- Remove amx_setlang (not very useful, it's covered by the cvar now)
- Remove server language from the menu (covered by the cvar now)
- Add a cvar for previously hardcoded DISPLAY_MSG
