Report button for every post

Users can report posts by clicking on the report button, this should ideally open a box with some options, maybe radio buttons for which rule is believed to be broken etc. maybe a text field for additional information.

If user is not logged in, report will be sent as anonymous (should have a rate limit or other anti spam tech to combat abuse!)

If user is logged in the username should be sent with the report too

Reports should be sent to a specific reports only channel on Telegram/IRC/Matrix and maybe email too
