fix japanese characters in tags and make them actual tags

for example:

expected result would be the full japanese characters or at least the japanese characters minus the special characters.

I believe this is happening because of tag normalization.

IIRC this was also a problem with cyrillic and was fixed back then.

My proposal would be to actually make it like the cyrillic fix and convert japanese characters to romaji maybe?
